There's some random drunk PR guy in my neighborhood, in for the winter now, but during summers he shouts a conversation to people across the street who may or may be listening or actually be present. This does not mean he's oblivious to his surroundings; if you pass him, he may say something to you, and it may seem like a reasonable thing to say.
